you asked about the broken fire hydrant --
"Shouldn't there be a huge geyser of water shooting out of this..."

Some hydrants do that, some don't.
They are called wet barrels and dry barrels.

Wet means the water pressure is held back by a valve in the barrel, and if you knock it off, you have a geyser.

Dry means the valve is below the street, opened by a rod that extends down from top of the barrel.
In the one you photographed, the rod is visible (square shaped) and was designed to break off.
